Notice of Appointment — Lawyer with the Municipal Law Group

Pierre Moreau, Bélanger Sauvé’s Managing Partner and member of the firm’s Executive Committee is pleased to announce the appointment of Annie Chagnon as a lawyer with the firm’s Municipal and Administrative Law Group. She took up her position on Friday, September 1, 2023, at the firm’s Joliette Office.

Ms. Chagnon has been practising as a lawyer for over ten years and in the course of her career has handled various real estate, banking and municipal law matters. In addition to representing her clients before the courts, she is experienced at drafting numerous legal proceedings, contracts, commercial leases, releases and other legal documents.

In recent years, Ms. Chagnon has gained expertise in municipal law through her positions with various municipalities. This experience has given her a deeper understanding of this practice area and application of the relevant legislation.

For three years, from 2016 to 2019, she was an assistant clerk and legal counsel to the City of Joliette, after which she was appointed to the most senior position of clerk for the City of Bois-des-Filion, a position she held for one year. Since March 2020, Ms. Chagnon has been Director of Legal Affairs and Town Clerk for the City of Lorraine. In that role, she advised the administration and the City’s elected officials in the areas of civil, real estate, administrative, municipal and tax law, as well as contract management, insurance and urban planning. She also oversaw application of the various laws in force, such as the Cities and Towns Act, the Act respecting access to information and the protection of personal information, and the Act respecting elections and referendums in municipalities.

Annie Chagnon holds a LL.B. with LL.M courses in Health Law from Université de Montréal and has been a member of the Quebec Bar since 2012. Prior to that, she completed a B.Sc. in Biochemistry at the Université de Montréal’s Faculty of Medicine.

Ms. Chagnon’s expertise, specialized knowledge and experience are definite assets for Bélanger Sauvé and we are delighted that she is continuing her legal career with our firm.
