Pierre B. Paquin practises primarily in the areas of property law, financing and the structuring of private and public sector development projects.
He has extensive experience in law, environment, town planning and real-estate company management and has in-depth knowledge of the challenges inherent to land development. His advice focuses on the planning and structuring of development and infrastructure projects and his exceptional experience in business law makes him uniquely adept at negotiating and implementing partnerships, financing structures and innovative solutions for urban planning and regulatory problems. He also has extensive experience in environmental law, primarily in the management of contaminated properties. He has been involved in the implementation of many mixed private, public, and para-public sector projects.
He advises companies, municipalities, public sector and social-economy sector bodies on the planning and implementation of their projects. His main clients include Société du Parc industriel et portuaire de Bécancour, Zone Agtech (L’Assomption), Cienov, Cietech, Société du Palais des congrès de Montréal, the Filaction fund for local investment and community funding, Musée d’art contemporain de Montréal, Ordre des dentistes du Québec, the Canadian Olympic Committee, as well as many Quebec municipalities.

Typical Mandates
Various municipalities – Participated in all stages of development projects involving public and private components: development planning, preparing calls for proposals with private partners, representation and negotiation of agreements between private partners and various public stakeholders. Provided advice regarding stakeholder consultation. Established organizational structures and financing packages.
Filaction – Implemented various organizational and governance structures for the creation of various investment funds in the form of limited partnerships with institutional and private sector partners.
Palais des congrès – Acted as legal adviser to the Société du Palais des congrès de Montréal on the planning and implementation of the expansion projects, including the formulation and implementation of a management structure for the private commercial premises in the Palais, construction of the building spanning the Montréal Métro and the Ville-Marie expressway as well as a private underground parking garage.
Cogeneration plant, Ville de Matagami – Advised the city regarding the implementation of partnership agreements between a corporation constituted by the Ville de Matagami and a multinational forestry company for a mixed investment aimed at improving the environmental situation in the region and developing and maintaining a major source of jobs in the community.
Managed a call for tenders for the construction and operation of a joint forest-biomass fueled heating system for a municipality and a school board.
Ville de Trois-Rivières and CEGEP de Trois-Rivières – Implemented a legal structure for the construction, ownership and joint operation of a business accelerator and research centre.
Canadian Grand Prix in Montréal – Advised the Société du Parc Jean-Drapeau on the implementation of agreements regarding the holding of the Grand prix from 2015 to 2024.
Glaces de Boucherville – Implemented agreements for the Ville de Boucherville arena expansion project by a social economy-based corporation. Negotiated the land transfer, management and financing terms and conditions of the project.
Ville de Saint-Jean-sur-Richelieu – Worked on several development projects involving derelict industrial building and brownfields in the City. He focused on the various environmental law issues posed by the development of contaminated industrial land and the implementation of environmentally responsible terms and conditions of development.
Transfer of assets of the Old Port of Montreal Corporation – Negotiated on behalf of the Corporation with various public sector stakeholders and implemented agreements for the transfer of ownership to the Corporation of the assets constituting the Old Port site. Drafted a series of transactions and servitudes to ensure the smooth transfer and harmonious operation of Old Port territory with neighbouring properties belonging to the Montréal Port Authority, Parks Canada and the Ville de Montréal.
St. Lawrence Seaway Management Corporation – Negotiated on behalf of the Corporation with representatives of the Ministère des Transports du Québec regarding the transfer of a right of way above the St. Lawrence Seaway spanning the Beauharnois Locks for the consortium selected in the Highway 30 PPP.
Professional Accomplishments
SIMPA – (Société immobilière du Patrimoine architectural de Montréal) 1989-95 Chief Operating Officer. Oversaw all SIMPA activities related to property planning, development, construction and the management of a property portfolio of over $500 million.
Developed leading-edge expertise in private sector partnerships and in the re-use and recycling of heritage properties and old buildings. Achievements include the World Trade Centre of Montréal, Complexe Chaussegros de Léry, the Pointe à Callières Museum, Bonsecours Market, the Cuvillier-Ostell House, Bagg House, 1 McGill and the Quai des Écluses.
LAVALIN – Prodevco Lavalin (1987) inc., Montréal, Québec, Canada, 1987-89. Chief Operating Officer. Oversaw all Société Prodevco activities, Responsible for the development and management of Lavalin properties (including 1000 de la Gauchetière). In addition to responsibility for project management procedures, budgetary management and control, was responsible for the planning and financial evaluation of projects, the implementation and negotiation of agreements with partners and co-owners, tenants, host municipalities and stakeholders.
